3. Before sanctioning the post-graduate allowance, the competent authority should confirm that the post-graduate degree/diploma is recognized for the purpose of Indian Medical Council Act, 1956 ,from the website of this Ministry (www. mohfw.nic.in) or the website of M.C.I and from the Schedule VI of CHS Rules.

(1). that PG allowance should be sanctioned personally by the regular incumbent of the post (Head of the Participating Unit) only and not by any other junior functionary acting on his behalf or someone holding/temporary officiating charge.
(2). the sanction order should contain all relevant details such as the name of the eligible PG institution and the PG Course, period of the course, registration number/roll number, period of leave sanctioned for the purpose, full reference( number and date) of the leave sanction order.
(3). A copy of the sanction is endorsed to this Ministry.

3. | Documents to be checked | 1 the Original post-graduate Degree or Diploma alongwith the photocopy for verification.(Provisional certificate is not sufficient). 2. Documents to show the college where the officer had pursued the course . 3. Pay slip issued by the concerned Accounts Officer. 4 Copy of the order by which study leave/Extra-ordinary leave , as the case may be, sanctioned by the Ministry/Dte.G.H.S. 5. Document to show the date of publication of results. 6. Copy of the notification showing the date of joining of the officer in CHS 7. Explanation for late submission of the application for PG allowance, if any. |
4 | Date from which the allowance to be granted | 1. If the Medical Officer possess recognised PG degree at the time of appointment - from the date of joining in CHS. From the date of publication of results. from the date of award of degree/Diploma. |
5. | Non-eligibility to avail the benefit of PG allowance | Those officers who have acquired the PG Degree/Diploma/DNB qualification without obtaining prior permission and grant of study leave/Extra-ordinary Leave by the Competent Authority , will not be eligible for PG allowance. In this connection Ministry's O.M. No. A.29015/19/99-CHS.V dated 11.2.2002 and O.M.. No. A.29015/37/97-CHS.V dated 18.3.2004 may be referred. Note: In case of DNB qualification the condition of study leave/EOL would not be applicable to those officers who have pursued the course prior to 25.9.1998. But they should have obtained the prior permission of the competent authority for pursuing the course and to appear in the examination. |
6. | Verififcation of validity of PG Degree/Diploma/DNB qualification | The PG Degree/Diploma/DNB qualification should be verified from the website of this Ministry (www. mohfw.nic.in) or the website of M.C.I ( www.mciindia.org) and from the Schedule VI of CHS Rules. |
7. | Ambiguity in any case | The cases not covered by these guidelines and with any type of ambiguity, may be referred to CHS-V Section of Ministry of Health & Family Welfare for clarification /decision. |
